Speech Competition
Rules and Regulations


Finals               : Preliminary and Final Round

Competition Description
The 2015 Embassy Cup Speech Competition is an outstanding competition which provides a chance for participants to enhance their speaking proficiencies and show their true spirit of expressing opinions diplomatically.
Competition Format
There will be three rounds held with the topic as stated below.
a.       Preliminary Round: (choose one of them to be your topic)
·         Indonesian youth: entrepreneurship skill for teenagers
·         Indonesian cultural heritage
·         Developing Indonesian tourism
·         Mental revolution for Indonesian youth, necessary or not?
·         Sexual education for Indonesian youth
b.      Final Round: Impromptu Speech
Speech General Rules
1.      Each school may send at most three contestants.
2.      Contestants should wear decent clothes.
3.      Each contestant must arrive at the designated room at least 10 minutes before the competition starts.
4.      Contestants are not allowed to eat in the competition room.
5.      The MC will summon the contestant, then directly the contestants should introduce themselves:
a.       Names
b.      Which school they are from
c.   Title of the speech
6.      The contestants would only be allowed to come to the stage after the committees summon their names.
7.      After performing the speech, the contestants should go back to their seats.
8.      Straight disqualification for the contestants who fail to come to the stage after three-time summons.
9.      Any contestant may not go out unless they wish to go to the rest room.
10.  If they wish to go the rest room, they will have to wait until the other contestant has finished his/her performance and they have to tell one of the committee first.
11.  Vice versa, to enter the room, contestants shall have to wait until the other contestant has finished his/her performance and they have to tell one of the committee first.
12.  Contestants must turn off their mobile device or at least set it in the silence mode.
13.  Phone calls are not allowed to be taken.
14.  In case of rules violation, judges may (in their discretion) deduct 3 points from the total average of judge’s scoring in one round for violation of rules (except timing which has different measures). Judges may also disqualify a speaker for gross misconduct.

A.    PREPARED SPEECH (Preliminary Round)
The Preliminary round will be held on September 6th 2015
      Speech Subject and Preparation
1.      Contestants must prepare their own five-to-seven-minute speech including the introduction as well as the first topic.
2.      The contestants are not allowed to bring and read the copy of speech during the performance.
3.      The speech should be original and the copy of the speech should be certified to the judges prior to the performance. It may include references to research, quotations, statistics and material from other sources, as long as it contains an original or unique approach, not a substantial copy of another product.
4.      The speech should not be offensive to a particular group.
5.      For the Preliminary Round, each contestant must send the softcopy via email to lingua4bekasi@gmail.com  September 1st 2015 at the latest 12 PM and three hard-copies to the speech coordinators before the opening of the competition.

Timing of The Speech:
1.      The speech should be no less than five minutes or more than seven minutes in length. Contestants who speak less than 5 minutes or more than 7 minutes shall get his/her points deducted (5 points per 30 seconds)
2.      Timing will begin with the first word uttered by the contestants which would include any other communication.
3.      Timers shall provide warming signals to the contestants (flags), which shall be clearly visible to the speakers.
-          The Green Flag will be raised when the contestants have reached the fifth minute of their performance.
-          The Blue Flag will be raised when the contestants have reached the sixth minute of their performance.
-          The Red Flag will be raised when the contestants have reached the seventh minute of their performance.
4.      There would not be any more signs if the contestants exceed the time expected to deliver their speeches (overtime period). The exceeded time would automatically reduce their scores:
-          Thirty seconds after the last sign would reduce 5 points.
-          Sixty seconds after the last sign would reduce 10 points.
-          And so on…

Assessment of The Speech (Preliminary Round)
1.      Protests concerning eligibility and originality will be limited to judges and contestants.

2.      Before a contestant can be disqualified on the basis of originality, the contestant must be given an opportunity to respond the judges. A majority of the judges must occur in when the decision to disqualify is made.

3.      There would be three main parts that judges will mark:
i.        Content:            Speech Development
Effectiveness
Speech Value

ii.        Delivery:           Physical
Articulation
Manner

iii.      Language:          Appropriateness
Correctness

4.      All decisions of the judges are final.

  

  1. GRAND FINAL ROUND (Impromptu Speech)

The Final round will be held on September 6th 2015
Speech Subject and Preparation
1.      Contestants have to deliver theirs speech with an impromptu theme
2.      Notes, materials, or previously prepared speech outlines shall not be allowed as the contestant speaks.

Contest Procedure
1.       Contestants should remain outside the speaking area (in the backstage) until they are called to perform their speech.
2.       Contestants must prepare and make their speech in the prepare room for 45 minutes in the day.
3.      After performing, contestants should join the audience and back to their seats.
4.      The judges will give their comments or questions about the contestants’ performances for maximum 3 minutes each.
5.      Contestant will have 5 minutes to answer the judges’ questions.
